Joseph H. Torrence
Mr. Torrence has been involved in the affordable housing field since 1973 when he was appointed the first Executive Director of the Tennessee Housing Development Agency. Following his tenure at THDA, Mr. Torrence worked in the investment banking business for 31 years primarily structuring and executing mortgage backed securities transactions for state and local governmental issuers providing financial assistance to owners and developers of affordable housing. From January of 1996 to May of 2006, Mr. Torrence was co-head of the Affordable Housing Division at first ARCS Commercial Mortgage, L.P. and then GMAC Commercial Holding Capital Corp. Under Mr. Torrence’s co-leadership, the Affordable Housing Division of those two companies held the distinction of being Fannie Mae’s largest originator and servicer of Fannie Mae DUS Loans for Multifamily Affordable Housing properties for 10 years in a row with combined originations in excess of $6 billion.
In addition to providing financing for affordable housing, Mr. Torrence over the years has also been an owner and operator of multifamily affordable housing properties. Since 1975, Mr. Torrence has been involved in the ownership and operation of more than three thousand apartment units. In May of 2006, Mr. Torrence retired from GMAC Commercial Holding Capital Corp. and, with Robert S. King, formed Highmark Holdings, LLC to serve as his principal company to actively pursue additional opportunities to own and operate multifamily properties. Highmark Holdings, LLC is a Nashville, Tennessee based developer and sponsor of multifamily affordable housing, specializing in developments which qualify for Low Income Housing Tax Credits and tax-exempt bond financing. Since 2007, Highmark Holdings, LLC sponsored entities have purchased eleven apartment communities located in Tennessee totaling over 1,892 units. Ten of those acquisitions were financed with tax-exempt bonds and 4% Low Income Housing Tax Credits. As sponsor of the Developer entities, Highmark Holdings, LLC has overseen renovations to these communities in excess of $30 million.
Mr. Torrence is married and is a resident of Nashville, Tennessee. He is a graduate of the University of Maryland and Vanderbilt University School of Law. Mr. Torrence is also a veteran having served in the United States Marine Corps from 1963 to 1967.
Robert S. King
Mr. King partnered with Mr. Joseph Torrence to form Highmark Holdings, LLC in June 2006. Highmark Holdings is a Nashville, Tennessee based developer and sponsor of multifamily affordable housing, specializing in developments which qualify for Low Income Housing Tax Credits and tax-exempt bond financing. Mr. King partnered with Glynda Shamwell to form Enfield Management Company, LLC in 2013 to manage the multifamily assets owned by Highmark Holdings, in addition to pursuing other multifamily management opportunities. Enfield Management prides itself on its focus on developing partnerships with community, government and educational organizations to provide high quality programs and services for the residents of its communities. Some of these partnerships include GREAT Families (MNPD), Big Brothers Big Sisters of Middle Tennessee, Regions Bank, Boy Scouts, Book ’em, TN Commission on Aging, Literacy Academy, Goodwill Career Solutions, Nashville International Center for Empowerment (NICE), United Way of Rutherford County, Workforce Essentials and UT Agricultural Extension Service. The types of programs these partners provide include Nutrition and Cooking classes, Youth Mentoring, Youth and Adult Literacy, Job Readiness, Health and Wellness classes, Personal Finance classes and Youth Afterschool programs.
He is married and a father of five. Mr. King was recognized by the Nashville Business Journal as a 2014 Forty Under 40 Honoree. He graduated from Emory University in Atlanta, Georgia in 1997 with a B.A. degree in Economics. He is proud to be an active member of the Downtown Nashville Rotary Club, a member of the MLS2Nashville Committee, and to serve on the Board of Directors of the Martha O’Bryan Center, one of Nashville’s oldest and most respected nonprofits serving the underprivileged.
Director of Resident Programs
Alexis Lewis serves as the Resident Programs Coordinator. She is responsible for developing and maintaining partnerships with community, government and educational organizations to provide high quality programs and services for the residents living in our communities. Her focus is to enhance the quality of life of our families.
Some of the partnerships that Alexis has successfully developed include GREAT Families (MNPD), Boy Scouts, Book ’em, TN Commission on Aging, Literacy Academy, Goodwill Career Solutions, Nashville International Center for Empowerment (NICE), Family & Children’s Services, Bradley County Health Department, Project AWARE, Barnabas Vision, Greenhouse Ministries, Regions Bank, Tennessee State University and UT Agricultural Extension Service. The types of programs these partners provide include nutrition and cooking classes, youth mentoring, youth and adult literacy, job readiness, health and wellness classes, personal finance classes and youth afterschool programming.
With over 20 years of involvement in the non-profit community, some of her past work experience includes serving as the VP of Membership & Marketing at Girl Scouts of Middle Tennessee, Program Director at YWCA of Middle Tennessee and Cultural Enrichment Director at Boys & Girls Clubs of Franklin. Alexis received a Bachelor’s degree in both Human & Organizational Development and Sociology from Vanderbilt University. She and her husband, Dwayne, reside in Nashville and have two daughters and three sons.
Director of Asset Manager
Bella joined Highmark Holdings in Asset Management in early 2016, where she helps facilitate communication between the firm and lenders, investors, insurance agencies and government organizations. She is in charge of financial reporting, compiling draw request packages, and also assists with advertising , capital needs and on-site management. Before relocating to Nashville from Northern Virginia, she was an Asset Manager at Telesis Corporation in Washington, DC, where she found her passion for helping others live in affordable housing.
She attended James Madison University where she earned her Bachelor of Science in Psychology. She lives in Nashville and enjoys exploring the city every chance she gets.
Director of Real Estate Development
Ashley has been with Highmark Holdings since March of 2018. As a Director of Real Estate Development, she provides financial and market analysis support in the acquisition, financing, development and leasing of Highmark Holdings’ properties. Working closely with Robbie King, Ashley also leads Highmark Holdings acquisition efforts. Prior to relocating to Nashville, Ashley worked as a Research Manager at CoStar Group in Washington, DC and as a multifamily intern at Grubb & Ellis (NKF) in Los Angeles, California. She has a Bachelor of Science degree in Corporate Communication from Southeast Missouri State University. Ashley is a licensed Tennessee Affiliate Broker.
Ashley is a proud “Army Brat” and is glad to now call Nashville home. In her spare time she enjoys traveling, being outdoors and trying new restaurants in the growing Nashville food scene.
