Who We Are

Highmark Holdings, LLC is a Nashville, Tennessee based developer and sponsor of multifamily affordable housing, specializing in developments which qualify for Low Income Housing Tax Credits and tax-exempt bond financing. Highmark Holdings, LLC was co-founded in 2006 by Joseph H. Torrence and Robert S. King. Since 2007, Highmark Holdings, LLC sponsored entities have purchased 12 apartment communities and 1,936 units. Ten acquisitions were financed with tax-exempt bonds and 4% Low Income Housing Tax Credits. As sponsor of the Developer entities, Highmark Holdings, LLC has overseen or is currently overseeing renovations to these communities in excess of $30 million. The most recent project for Highmark Holdings, completed in 2019, was our first new construction deal financed with 9% Low Income Housing Tax Credits. In 2013 Mr. King partnered with Glynda Shamwell to form Enfield Management Company, LLC to manage the multifamily assets developed by Highmark Holdings, LLC, in addition to pursuing other multifamily management opportunities.

Meet the Team

Joseph H. Torrence
President

Mr. Torrence has been involved in the affordable housing field since 1973 when he was appointed the first Executive Director of the Tennessee Housing Development Agency. Following his tenure at THDA, Mr. Torrence worked in the investment banking business for 31 years primarily structuring and executing mortgage backed securities transactions for state and local governmental issuers providing financial assistance to owners and developers of affordable housing. From January of 1996 to May of 2006, Mr. Torrence was co-head of the Affordable Housing Division at first ARCS Commercial Mortgage, L.P. and then GMAC Commercial Holding Capital Corp. Under Mr. Torrence’s co-leadership, the Affordable Housing Division of those two companies held the distinction of being Fannie Mae’s largest originator and servicer of Fannie Mae DUS Loans for Multifamily Affordable Housing properties for 10 years in a row with combined originations in excess of $6 billion.

In addition to providing financing for affordable housing, Mr. Torrence over the years has also been an owner and operator of multifamily affordable housing properties. Since 1975, Mr. Torrence has been involved in the ownership and operation of more than three thousand apartment units. In May of 2006, Mr. Torrence retired from GMAC Commercial Holding Capital Corp. and, with Robert S. King, formed Highmark Holdings, LLC to serve as his principal company to actively pursue additional opportunities to own and operate multifamily properties.

Ten of those acquisitions were financed with tax-exempt bonds and 4% Low Income Housing Tax Credits. As sponsor of the Developer entities, Highmark Holdings, LLC has overseen renovations to these communities in excess of $30 million.

Mr. Torrence is married and is a resident of Nashville, Tennessee. He is a graduate of the University of Maryland and Vanderbilt University School of Law. Mr. Torrence is also a veteran having served in the United States Marine Corps from 1963 to 1967.
